Procedures (Product Certification Scheme)
The product certification in the BSB is operated as per the requirements stipulated in the international standard ISO/IEC 17065:2012 which lays down the requirements that certification bodies must comply with in order to carry out product certification. The Product Certification Scheme (PCS) specifies a number of procedures that certification personnel must adhere to while carrying out product certification. For ease of understanding, BSB has come up with a consolidated procedure for product certification which is presented here. Individual procedures will be made available to whoever is interested.

Mandatory Certification
The Bhutan Standards Bureau has identified products for mandatory certification. Products that have health, safety, and environmental concerns are categorized as mandatory for certification. The current list of products under mandatory certification broadly covers construction-related products (both civil and electrical): Reinforcement Steel Cement Water supply pipes and fittings Roofing sheets Water storage tanks Concrete bricks/blocks Switchgears & control gears Wires & Cables Electrical switches, sockets and fittings Electric water heaters (Geysers) The mandatory list is dynamic and may change based on requests from consumers or government directives. Starting January 2018 the above list will be expanded to cover all products manufactured in the country and imported for use in Bhutan. This is as per the decision of the 7th BSB Board Meeting convened on 3rd April 2017.
Product Certification Scheme (PCS)
Product certification is the process of certifying that a certain product has passed performance tests, quality tests, and meets qualification criteria stipulated in standards, contracts, regulations, and specifications. The overall objective of certifying products are as under:
- To address the needs of consumers, users and, more generally, all interested parties by giving confidence regarding fulfillment of specified requirements.
- To allow suppliers to demonstrate to the market that their product has been attested to fulfill specified requirements by an impartial third party body.
- Provide confidence for those with an interest in fulfillment of requirements, and sufficient value so that suppliers can effectively market products.
As mandated by the Bhutan Standards Act 2010, the Bhutan Standards Bureau (BSB) is implementing Product Certification Scheme (PCS) as per the requirements of the International Standard ISO/IEC 17065:2012 which specifies the requirements that certification bodies must comply with to carry out product certification. BSB is a legal identity by virtue of the Bhutan Standards Act 2010 with full financial support from the Royal Government of Bhutan.
The scheme is regulated by the BSB Licensing Regulation 2015. BSB PCS covers products manufactured in the country within the Framework of the Bhutan Standards Act 2010 and ISO/IEC 17065:2012. The applicants are required to fill the application in the prescribed format which can be downloaded from our website. The scheme consists of the determination of conformity of products to Bhutan standards through product sampling, initial testing, and assessment of the factory quality management system. The product quality will be continuously monitored through surveillance of the factory’s quality management system, testing of samples from the factory and open market. The certification services are provided to all applicants without any discrimination.
As Bhutanese industry and commerce becomes more involved in international trade, BSB has recognized the need to ensure equivalence in recognition of other certification schemes abroad as well as recognition of BSB certification scheme by other trading partners especially in the South Asian Association of Regional Cooperation (SAARC) countries. BSB has, therefore, worked towards achieving accreditation and has been successful for three products: Cement, TMT Reinforcement bars and Cationic Bitumen Emulsion from the National Accreditation Board for Certification Bodies (NABCB), India . The scope will be increased as and when required focusing on products manufactured in the country and with the potential for export.
STATEMENT OF IMPARTIALITY
The Management of BSB Product Certification Scheme recognizes and understands the importance of being impartial, and of being seen to be impartial, in carrying out its Product certification activities through:
- Identification of potential conflict of interest
- Elimination / just resolution of any conflict
- Impartiality of certification personnel
- Ensuring objectivity of management system certification activity
Management System Certification Scheme (MSCS)
The Management System Certification will be operated as per ISO/IEC 17021:2015 which lays down the requirements for certification bodies to follow while carrying out Management System Certification.
BSB has certified four organizations for Quality Management System (QMS) ISO 9001:2015 – Bank of Bhutan, Karma Feeds, Phuentsholing Thromde, and Bhutan Bitumen Industries Pvt. Limited.
Application for accreditation in QMS ISO 9001:2015 has been made to the National Accreditation Board for Certification Bodies (NABCB), India, and Office Assessment has been completed. Witness Assessment is currently being pursued. Accreditation is expected to be achieved by the end of June 2018.
Other Management Systems will also be pursued such as Food Safety Management System (FSMS) ISO 22000:2015 and Environment Management System (EMS) ISO 14001:2015
